Job Description

MAIN PURPOSE OF JOB:

The role involves implementing and supporting the performance improvement strategy for the project within a province. This includes collaborating with HER implementer NGOs and their technical staff to identify gaps and enhance the performance of targeted health facility staff based on established improvement strategies and activities.

Major Activities / Responsibilities:

  • Execute project activities to ensure quality services at health facilities and health posts up to the provincial hospital level.
  • Engage in joint planning with NGO technical officers and AMA members for mentorship and project activities.
  • Ensure the Quality Improvement Committees (QICs) are operational and promote peer-to-peer learning at health facilities.
  • Identify performance gaps, facilitate root cause analysis with health facility staff, and develop performance improvement plans.
  • Conduct mentorship sessions focused on evaluation and patient competency related to RMNH and IP topics.
  • Continue GANC sessions to complete outstanding cohorts with AMA mentors.
  • Coordinate closely with HER implementer NGOs regarding TB training and documentation for health facility staff and CHWs involved in TB interventions.
  • Assist the regional Performance Management Advisor in conducting provincial performance review workshops, including coordination with SPs and UNICEF.
  • Participate in performance review workshops and contribute to discussions on root cause analysis and performance improvement plan development.
  • Support tracking of progress for performance improvement plans at the health facility level.
  • Conduct monthly data quality checks using the DQA checklist at the health facility level (one facility per month).
  • Oversee data collection, entry, and reporting for related activities (Mentorship, GANC, QIC, AIMs, etc.).
  • Enter training data if any training is conducted in the province.
  • Develop a monthly work plan to address clinical and non-clinical weaknesses identified in targeted health facilities.
  • Prepare and submit timely monthly and quarterly reports.
  • Carefully document the “HF QI progress sheet” for each activity/result at visited health centers.
  • Initiate and prepare success stories from project implementation.
  • Coordinate closely with the Central RMNH, ME, and TB teams for related interventions.

  • Perform additional responsibilities as assigned.

Responsibilities

MAIN PURPOSE OF JOB:

Major Activities / Responsibilities:

  • Implement the project activities in the province to ensure quality services at health facilities, HPs up to the provincial hospital level.
  • Joint planning with NGO technical officers and AMA members for mentorship and project activities.
  • Ensure the QICs are functional and peer-to-peer learning takes place at HFs.
  • Identify the gaps, facilitate a root cause analysis with the HF staff, and develop a performance improvement plan.
  • Conduct mentorship sessions focused on evaluation and Patient Competency for the RMNH and IP topics.
  • Continue the GANC sessions to complete the pending cohorts with AMA mentors.
  • Coordinate closely with HER implementer NGOs for any TB training and documentation of payments for HF staff and CHWs for TB interventions (TB confirmed case payment and sample transportation).
  • Support the regional Performance Management Advisor in conducting provincial performance review workshops, including coordination with SPs and UNICEF.
  • Participate in the performance review workshop and contribute to discussions on root cause analysis and development of PIP.
  • Support the regional Performance Management Advisor in tracking the progress of PIP at the HF level.
  • Conduct data quality checks using the DQA checklist at the HF level on a monthly basis (one HF/month).
  • Data collection, data entry, and data reporting for related activities (Mentorship, GANC, QIC, AIMs...).
  • Training data entry, if any training is conducted at the province.
  • Develop a monthly work plan for improving clinical and non-clinical weaknesses observed in the targeted HFs.
  • Produce and submit timely monthly and quarterly reports.
  • Document the “HF QI progress sheet” for each activity/result undertaken per health center visited.
  • Initiate and prepare success stories from project implementation.
  • Coordinate closely with Central RMNH, ME, and TB team for related interventions.

Other:

  • Carry out additional responsibilities as may be needed or assigned.

REQUIRED MINIMUM EDUCATION:

  • Medical degree, Specialty in Obstetrics and Gynecology
  • Or Bachelor of Midwifery from a registered Midwifery Education Institution
  • A master’s degree in public health or a relevant area is preferred.

REQUIRED MINIMUM EXPERIENCE:

  • 6 years of experience in designing, implementing, and evaluating thematic programs at the provincial hospital, BPHS health facility, and community levels.
  • Previous training or mentoring experience is a plus.

KNOWLEDGE AND SKILLS:

  • Experience and knowledge of the limitations of the Afghan healthcare system to deliver quality health services, preferably in a thematic area: Reproductive, Maternal, Newborn, and TB.
  • Expertise knowledge in a thematic area (MoPH policies, guidelines, SoPs, best practices, high-impact interventions, related Community-based programs) and knowledge of integration of care.
  • Acquired mentoring skills are preferred, and mandatory for RMNH&FP and TB.
  • A strong willingness to mentor health providers to help them improve their performance and get results.
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research). Ability to use Excel spreadsheet and extract selected data. Skill in using data for decision-making preferred.
