Job Description

Role Overview: The Procurement & Logistics Officer is responsible for planning and ensuring timely provision of necessary goods and services for the AYIA Project. This includes maintaining knowledge of CARE Afghanistan’s and donor procurement policies and rules, market conditions, vendors, and adapting to changes in marketing systems. The role also involves preparing and managing procurement documentation (such as PR, RFQ, SBA, Technical Evaluation Reports, Scoring Sheets, Selection Memos, and PO) within the PeopleSoft system, while ensuring strict adherence to all CARE and donor policies in every transaction.

Key Relationships:

  • Reports directly to the AYIA Project Procurement Specialist.
  • Collaborates closely with the AYIA Project Procurement Specialist on all procurement-related activities across Kabul and Provincial Offices.
  • Works in partnership with the Program, Finance, Internal Audit, and Provincial Offices.
  • Contributes to Procurement & Logistics Monthly Meetings, providing updates on AYIA Project Procurement Management progress and addressing any challenges.

Key Procurement Management Outcomes:

  • Ensure full compliance with CARE Afghanistan’s and donor policies, regulations, and strategies. Implement effective internal controls and support a client-focused procurement management system.
  • Assist the AYIA Project Procurement Specialist in completing procurement transactions including PR, RFQ, SBA, Technical Evaluation Reports, Scoring Sheets, Selection Memos, and PO.
  • Review and confirm the quality and documentation of AYIA Project procurement files, ensuring all paperwork is complete and compliant.
  • Analyze information for AYIA Project procurement planning and support implementation in coordination with the Procurement Specialist.
  • Support procurement process monitoring, including organizing RFQs, ITBs, and RFPs, receiving and evaluating bids or proposals, and negotiating contract terms following CARE and donor guidelines.
  • Ensure strict adherence to procurement visibility and vetting guidelines, particularly regarding vendor thresholds.
  • Help manage supplier rosters and establish criteria for supplier selection, evaluation, quality, and performance measurement.
  • Collaborate with AYIA Project staff to coordinate procurement committee membership and enhance transaction transparency.
  • Ensure clarity in goods/services specifications, quantities, location, and delivery timelines, particularly for bulk procurement.
  • Regularly assess the market for price changes and vendor availability, updating the vendor list as needed and providing insights to the Procurement Specialist.
  • Assist in the implementation of an approved vendor list, ensuring reliable suppliers are available to meet project needs at competitive prices and high quality.
  • Track AYIA Project Monthly Supply Chain Performance Reports, including Procurement Efficiency, Cost Savings, and Supply Chain Efficiency, in coordination with provincial offices, submitting reports at month-end.
  • Manage and oversee AYIA Project Procurement KPI Trackers, collaborating with the Procurement Specialist across Kabul and provincial teams.
  • Perform other duties as assigned by the supervisor.

Responsibilities

Educational Requirements: The candidate should hold a Bachelor’s Degree in Business Administration, Management, or Economics, with preference given to those with a BBA.

Work Experience:

  • At least 4 years of hands-on experience in Procurement and Logistics Management, with a minimum of 2 years in a role specifically as a Procurement & Logistics Officer.
  • Experience with USAID-funded projects and familiarity with OFAC, FAR, CFR, and vetting processes are highly advantageous.

Computer Skills:

Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.

Language Skills:

  • Strong command of both written and spoken English and local languages.
