Job Description

Ensure the effective and accurate implementation of case management activities for child protection (CP) cases, gender-based violence (GBV) survivors, and people with specific needs (PwSN) among IDPs, returnees, and host communities. This role requires adherence to case management principles, including a survivor-centered approach, confidentiality, safety, non-discrimination, and a commitment to "do no harm." Upholding and enforcing protection principles is essential.

Duties and Responsibilities:

  • Provide technical oversight for all open cases handled by case workers under supervision.
  • Ensure service mapping and appropriate assignment of cases for vulnerable individuals.
  • Verify that each case management step aligns with INTERSOS ICM SoPs, and adheres to GBV and CP standards and principles.
  • Ensure quality, consistency, and timely follow-up of open cases, implementing the action plan as designed.
  • Support case workers in effective case management (CM) and ensure they receive necessary support.
  • Conduct regular meetings with case workers to monitor progress and reassess cases as needed.
  • Consult with the Case Management Specialist on case progress and request meetings for complex or high-risk cases.
  • Utilize all possible resources before closing a case to ensure the beneficiary's needs are met in line with IMS SoPs.
  • Ensure cases are filed in accordance with established SoPs.
  • Assign and review caseloads, addressing any challenges with the PAM/CM Specialist.
  • Organize and lead meetings with service providers to maintain strong stakeholder relationships.
  • Conduct field visits for technical guidance and supervision.
  • Develop and supervise a technically sound monthly and weekly work plan aligned with project goals and objectives.
  • Oversee the provision of CP, PwSN, and GBV case management services, including Cash for Protection Assistance (CPA) and in-kind support (dignity and education kits) in accordance with internal SOPs.

Capacity Building and Reporting:

  • Report directly to the PAM and consult with the CM Specialist for complex or high-risk cases.
  • Strengthen teams through capacity building, formal training sessions, and on-the-job mentoring.
  • Provide regular feedback to case workers on reviewed cases.
  • Oversee field teams, report any issues promptly, and collaborate with external partners as necessary.
  • Inform the CM Specialist if there are updates needed in the service mapping or gaps in sectors like health, security, or legal support.
  • Work closely with the PAM and CM Specialist in regular and ad-hoc meetings to provide feedback, share technical ideas, and discuss caseload and case management progress.
  • Update the internal database in coordination with PAM bi-weekly.
  • Ensure case workers under supervision adhere to confidentiality and data protection principles.
  • Assist with statistics and reporting while maintaining data confidentiality.

Coordination:

  • Maintain strong relationships with external stakeholders through regular communication and follow-up on pending or referred cases.
  • Adhere to INTERSOS CP, PSEA, and data protection policies, as well as Cash and Case Management SOPs.
  • Ensure a high level of confidentiality when processing information for case beneficiaries.

Responsibilities

  • Advanced university degree in Political Science, Law, Psychology, Social Work, or related field.
  • Minimum of 2 years of relevant protection work experience within the humanitarian sector, including roles with national NGOs, INGOs, or UN agencies.
  • In-depth knowledge and understanding of Protection Principles, GBV, Child Protection (CP), and support for People with Specific Needs (PwSN).
  • Experience and strong knowledge of case management procedures.
  • Fluency in English and Pashto, both written and spoken.
  • Proficient in computer literacy, including Microsoft Excel, Word, and other relevant software.
  • Commitment to INTERSOS principles, Code of Conduct, and adherence to PSEA policies and procedures.
  • Prior experience working in the Southern Region of Afghanistan, particularly Kandahar or Zabul districts.
  • Ability and willingness to travel to operational areas within Kandahar.
