Admin/Finance Officer (Re Announced)

Job Description

  1. Coordinate and conduct rapid needs assessments in field locations using standardized Kobo Tools and other approved assessment tools.
  2. Establish a Beneficiary Selection Committee (BSC) that includes community representatives (Shura), district authorities, Department of Refugees and Returnees (DoRR), humanitarian partners, DELO staff, and representatives of vulnerable groups (such as women and people with disabilities) in target areas.
  3. Conduct household surveys and beneficiary identification and selection based on pre-established criteria.
  4. Gather data and information on the needs of the target communities.
  5. Assist the Monitoring & Evaluation (M&E) team by collecting data for analysis and reporting purposes.
  6. Manage and maintain beneficiary data, ensuring accuracy and consistency across databases, including Kobo and token systems.
  7. Effectively coordinate with government departments, key stakeholders, community leaders, beneficiaries, and local authorities.
  8. Engage community representatives at each stage of the assessment and project implementation process.
  9. Conduct baseline surveys in the community and develop a plan for community mobilization.
  10. Compile survey reports and findings to share with the main office for data analysis and future reference.
  11. Monitor community kitchens, collect data, verify beneficiaries, and oversee food distribution across 12 communities in the Shahrishtan district of Daikundi province.
  12. Keep data updated, documented, and report accurately to supervisors as needed.
  13. Plan and implement community awareness programs, needs assessment surveys, and screening and selection processes for project activities, technical training, and resource distribution.
  14. Prepare and submit weekly, bi-weekly, and monthly reports to the Project Manager.

Responsibilities

  1. Bachelor’s degree in social sciences, law, livelihood studies, or a related administrative field.
  2. Minimum of 3 years of experience in field implementation, community mobilization, and conducting assessments with local communities.
  3. Proficient in data collection and management using the Kobo Toolbox.
  4. Strong communication skills in English, Dari, and Pashto, along with basic computer skills.
  5. Excellent interpersonal and communication abilities.
  6. Capable of producing basic reports.
  7. Solid knowledge of MS Office, especially Word and Excel.
  8. Willingness to travel to remote and hard-to-reach project locations.
  9. Proficiency in local languages.
  10. Understanding of local customs and traditions.
  11. Preference will be given to residents of Shahristan district.
