Job Description

Role Overview: The Procurement & Logistics Officer is responsible for planning and ensuring timely delivery of goods and services for the AYIA Project. This role requires a thorough understanding of CARE Afghanistan (AFG) and donor procurement policies, vendor information, market dynamics, and systems updates. Key tasks include preparing procurement files (such as PR, RFQ, SBA, Technical Evaluation Reports, Scoring Sheets, Selection Memos, and PO) in the PeopleSoft system to ensure that all transactions comply with CARE AFG and donor guidelines.

Key Relationships:

  • Reports to the AYIA Project Procurement Specialist.
  • Works closely with the AYIA Project Procurement Specialist on procurement support in Kabul and provincial offices.
  • Collaborates with Program, Finance, Internal Audit, and Provincial Offices teams.
  • Participates in monthly Procurement & Logistics meetings to discuss AYIA Project Procurement Management progress and challenges.

Expected Results in Procurement Management:

  • Ensure procurement activities fully comply with CARE AFG and donor rules, implementing effective internal controls to support a client-oriented procurement system.
  • Assist the AYIA Project Procurement Specialist in completing procurement transactions, including PR, RFQ, SBA, Technical Evaluation Reports, Scoring Sheets, Selection Memos, and PO.
  • Verify and ensure documentation quality for AYIA Project procurement files.
  • Analyze information to prepare and monitor AYIA Project Procurement Plans with the Procurement Specialist.
  • Oversee procurement processes, including RFQs, ITBs, and RFPs, and ensure adherence to CARE and donor regulations.
  • Maintain strict adherence to visibility and vetting guidelines for vendors, as per procurement thresholds.
  • Assist in managing supplier rosters, establishing criteria for supplier evaluation, and measuring quality and performance.
  • Coordinate with AYIA project staff on procurement committee selection and improve transaction transparency.
  • Ensure clear and complete specifications for goods and services, including quantity, location, and timing requirements.
  • Regularly monitor market trends, gather local market data, update the vendor list, and report insights to the Procurement Specialist.
  • Implement an approved vendor list to ensure reliable supply of goods and services at competitive prices and quality.
  • Prepare and track the AYIA Project Monthly Supply Chain Performance Reports (covering Procurement Efficiency, Cost Savings, and Supply Chain Efficiency) with provincial offices, submitting by month-end.
  • Oversee AYIA Project Procurement KPI Trackers with the Procurement Specialist in both Kabul and provincial offices.
  • Perform additional duties as assigned by the supervisor.

Educational Requirements: A Bachelor’s degree in Business Administration, Management, or Economics is required, with a preference for candidates with a BBA.

Work Experience:

  • A minimum of 4 years of practical experience in Procurement and Logistics Management, with at least 2 years specifically as a Procurement & Logistics Officer.
  • Experience with USAID-funded projects and familiarity with OFAC, FAR, CFR, and vetting processes is highly advantageous.

Computer Skills:

Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.

Language Skills:

  • Strong command of both written and spoken English, along with fluency in local languages.
