Job Description

Role Overview: The Procurement & Logistics Officer is tasked with planning and timely delivery of goods and services for the AYIA Project. This role requires a solid understanding of CARE Afghanistan (AFG) and donor procurement policies, as well as knowledge of vendors, market dynamics, and system updates. Responsibilities include preparing procurement files (such as PR, RFQ, SBA, Technical Evaluation Reports, Scoring Sheets, Selection Memos, and PO) in the PeopleSoft system to ensure compliance with all CARE AFG and donor procurement protocols.

Key Relationships:

  • Reports directly to the AYIA Project Procurement Specialist.
  • Collaborates closely with the AYIA Project Procurement Specialist on all procurement-related services across Kabul and provincial offices.
  • Works with Program, Finance, Internal Audit, and Provincial Offices teams.
  • Contributes to monthly Procurement & Logistics meetings, providing insights into AYIA Project Procurement Management, including progress and challenges.

Expected Outcomes in Procurement Management:

  • Ensure complete compliance with CARE AFG and donor policies, implementing effective internal controls for a client-centered procurement management system.
  • Assist the AYIA Project Procurement Specialist in finalizing procurement transactions, such as PR, RFQ, SBA, Technical Evaluation Reports, Scoring Sheets, Selection Memos, and PO.
  • Review and confirm the quality of procurement documentation, ensuring compliance across files.
  • Analyze data for AYIA Project Procurement Plans and monitor their execution in collaboration with the Procurement Specialist.
  • Oversee and ensure compliance in all procurement processes, including RFQs, ITBs, and RFPs, ensuring full adherence to CARE and donor guidelines.
  • Adhere to visibility and vetting requirements for vendors based on procurement thresholds.
  • Assist in managing supplier rosters, establishing supplier evaluation criteria, and developing quality and performance metrics.
  • Coordinate with AYIA project staff on committee member selection for transparent procurement processes.
  • Ensure clarity in specifications, quantity, location, and timing for goods and services required.
  • Monitor market trends, collect data on pricing and vendor availability, and report insights and recommendations to the Procurement Specialist.
  • Maintain an approved vendor list and ensure suppliers provide reliable services at competitive rates and quality.
  • Prepare and track monthly AYIA Project Supply Chain Performance Reports, collaborating with provincial offices for monthly submissions.
  • Oversee AYIA Project Procurement KPI Trackers with the Procurement Specialist across Kabul and provincial teams.
  • Complete other tasks as assigned by the supervisor.

Responsibilities

Educational Requirements: A Bachelor’s degree in Business Administration, Management, or Economics is required, with a preference for candidates holding a BBA.

Work Experience:

  • At least 4 years of practical experience in Procurement and Logistics Management, including 2 years specifically as a Procurement & Logistics Officer.
  • Experience with USAID-funded projects and familiarity with OFAC, FAR, CFR, and vetting procedures is highly desirable.

Computer Skills:

Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.

Language Skills:

  • Excellent command of both written and spoken English and local languages.
