Job Description

Scope

The Technical Director (TD) will work alongside the Deputy Chief of Party (DCOP) to manage the IR Leads, ensuring the coordination, standardization, and quality assurance of project activities led by various local partners. The TD will collaborate with the Capacity Building Advisor to enhance the technical, administrative, and financial capacity of local partners, supporting localization and sustainability efforts across the 4 AQBE IRs. Under the guidance of the DCOP and IRC’s senior management, the TD will provide technical oversight, ensuring the soundness of all project methodologies. This role will also include direct oversight of the 4 IR Leads for the AQBE Project Management Unit (PMU) and the design and management of all technical implementation activities to achieve project goals. The position is based in Kabul, Afghanistan.

Final selection of the applicant is contingent upon USAID approval.

Responsibilities

  • Provide technical leadership to define and execute activities that maximize impact toward project goals, ensuring technical coordination, adaptation, harmonization, and delivery across the 4 IRs.
  • Ensure the development and standardization of tools, resources, and approaches—such as desk reviews, tool harmonization, and stakeholder engagement—aligns with all implementation policies and procedures across the 4 IRs.
  • Develop and refine methodologies and technical approaches for consistent and effective delivery of technical activities across the 4 IRs.
  • Maintain regular communication with the DCOP and key home office staff on technical development and implementation matters.
  • Manage the IR Leads and work with the Capacity Building Advisor to enhance staff capabilities for delivering high-quality education programs, coordinating additional support as needed.
  • Engage consortium partners to review and provide input on technical content prior to implementation, fostering collaborative assistance where appropriate.
  • Conduct regular visits to project sites to provide technical support and ensure effective implementation and monitoring of activities.
  • Develop technical components of annual work plans, draft quarterly reports, and ensure timely achievement of project objectives and deliverables.
  • Coordinate with the Ministry of Education, other relevant ministries, and key stakeholders to facilitate smooth project implementation, in collaboration with the DCOP and COP.
  • Represent IRC in technical advisory groups, working groups, and professional forums, as coordinated with the DCOP and COP.
  • Contribute technical input for monthly, quarterly, semi-annual, and annual reports submitted to USAID.

Responsibilities

  • Experience: At least seven years in senior technical leadership for programs focused on improving educational quality in crisis-affected settings.
  • Education: Master’s degree in education, with a preference for specializations in early grade reading, curriculum development, or reading instruction.
  • Community-Based Education: Proven experience in developing resilient, community-driven education structures, including risk reduction and contingency planning.
  • Access and Safety in Education: Experience designing and implementing education programs aimed at expanding access in challenging areas, with a focus on enhancing safety and well-being for students and teachers.
  • Equity in Education: Demonstrated success in integrating equity considerations, such as gender, ethnicity, and disability inclusion, into educational programming.
  • Innovative Solutions for Access: Expertise in implementing and sustaining innovative education solutions for vulnerable groups, including women and girls.
  • Inclusive and Flexible Programming: Success in embedding participatory, flexible, and gender-sensitive approaches into program delivery.
  • Cross-Cultural Communication: Ability to work effectively under pressure and communicate cross-culturally is essential.
  • Language Proficiency: Proficiency in English is required.
