Position Overview

The Chief Quality Control Engineer plays a critical role in overseeing quality control and assurance within the oilfield production department. This position is responsible for developing, implementing, and maintaining quality management systems to ensure that all products and services meet industry standards and regulatory requirements. The Chief Quality Control Engineer collaborates closely with engineering, operations, and Health, Safety, and Environment (HSE) teams to identify and mitigate quality risks, enhance product quality, and improve operational efficiency. The ideal candidate will have significant experience in quality control within the oil and gas industry, with a thorough understanding of quality assurance methodologies, standards, and best practices.

Key Responsibilities

Quality Control Management

  • Develop, implement, and manage a comprehensive quality control program covering all aspects of oilfield production, including equipment, materials, and processes.
  • Establish and enforce quality standards, inspection protocols, and testing procedures to ensure adherence to industry regulations and company policies.
  • Perform regular audits and inspections of production activities, facilities, and equipment to assess compliance and identify improvement opportunities.
  • Monitor quality control key performance indicators (KPIs) and prepare detailed reports for management, outlining trends, issues, and recommendations.

Quality Assurance Development

  • Lead the creation and implementation of quality assurance procedures and documentation, such as quality manuals, SOPs, and inspection checklists.
  • Collaborate with engineering teams to integrate quality control measures into design and manufacturing processes, ensuring product compliance with specifications.
  • Conduct root cause analyses for quality issues and non-conformances, implementing corrective and preventive actions to prevent recurrence.
  • Ensure accuracy, completeness, and proper archiving of all quality-related documentation, maintaining compliance with audit requirements.

Supplier and Vendor Management

  • Evaluate and select suppliers and vendors based on their ability to meet quality standards; conduct regular assessments and audits of supplier performance.
  • Collaborate with procurement and supply chain teams to establish quality requirements for materials and equipment used in oilfield operations.
  • Work with vendors to resolve quality-related issues, negotiate corrective actions, and monitor their effectiveness.

Training and Development

  • Develop and deliver quality control training programs for engineering, operations, and maintenance staff to promote quality awareness and improvement.
  • Mentor quality control personnel, providing resources and support for their professional growth.
  • Foster a collaborative environment that encourages team members to share knowledge, ideas, and best practices in quality control.

Regulatory Compliance and Reporting

  • Stay current with industry standards, regulations, and best practices in quality control and assurance for the oil and gas sector.
  • Ensure compliance with local and international regulations, such as ISO standards, API specifications, and environmental guidelines.
  • Prepare and submit quality-related reports to regulatory agencies and internal stakeholders, ensuring accurate and timely communication of quality metrics.

Cross-Functional Collaboration

  • Collaborate with the HSE department to align quality control processes with safety and environmental standards, minimizing risks to personnel and operations.
  • Work closely with production and operations teams to address quality-related challenges and implement solutions to improve efficiency and productivity.

Responsibilities

Qualifications

  • Educational Background: Bachelor’s degree in Engineering (Mechanical, Chemical, Civil, or related field); a Master’s degree or advanced certification in quality management is preferred.
  • Experience: At least 10-15 years of experience in quality control and assurance, with a minimum of 5 years in the oil and gas industry. Experience with upstream production facilities is highly advantageous.
  • Technical Expertise: Extensive knowledge of Quality Management Systems (QMS), quality assurance methodologies, and industry standards. Familiarity with ISO 9001, API standards, and related regulations is essential.
  • Certifications: Certified Quality Engineer (CQE) or equivalent certification is preferred.
  • Language Proficiency: Proficiency in English is required; knowledge of local languages is a plus.
  • Computer Skills: Proficiency in quality management software, data analysis tools, and Microsoft Office Suite.

  • Strong analytical and problem-solving abilities to identify and address quality issues effectively.
  • Excellent attention to detail and organizational skills, with the capacity to manage multiple projects and meet deadlines.

Afg-Chin Oil and Gas Limited

Afg-Chin Oil and Gas Limited, a Chinese-owned company, is involved in oil and gas exploration and production in Afghanistan. In January 2023, it signed a 25-year agreement with Afghanistan's Taliban-led administration to extract oil from the Amu Darya basin, covering approximately 4,500 square kilometers across the northern provinces of Sar-e Pul, Jawzjan, and Faryab.

Under this agreement, Afg-Chin Oil and Gas Limited committed to an annual investment of $150 million, with plans to increase this to $540 million over the next three years. The project aims to create over 3,000 local jobs and includes the construction of oil reserves and an oil refinery.

In 2024, the company announced intentions to activate 24 new wells in the Amu Darya basin, targeting a daily oil extraction rate of over 2,000 tons. This initiative aligns with Afghanistan's goal to achieve self-sufficiency in the oil and gas sector.

To ensure transparency and adherence to international standards, Afghanistan’s Ministry of Mines and Petroleum has appointed a private company to oversee all operations of Afg-Chin Oil and Gas Limited. This collaboration marks a substantial foreign investment in Afghanistan’s natural resource sector, contributing to the country’s economic growth and energy independence.
