Job Description

Job Summary:

The Provincial Civil/Water Supply Engineer is responsible for preparing design and construction specifications for water supply projects, including transmission lines, distribution systems, water reservoirs, elevated tanks, disinfection structures, and other WASH structures. This role involves selecting optimal and cost-effective alignments for transmission lines and other water supply project components.

Tasks:

  • Assist in creating detailed designs, calculations, specifications, bills of quantities, and drawings for district engineers and contract work packages for water supply projects.
  • Ensure technical oversight, including impact assessments on habitats, during site selection, survey, and feasibility analysis of proposed sub-projects before final proposal approval.
  • Conduct technical and feasibility studies and prepare blueprints that meet technical specifications and donor requirements.
  • Support district engineers in preparing summary documents (e.g., survey reports, GIS maps, and sub-project designs).
  • Provide guidance and resolve any issues that arise during project implementation at the provincial or district level.
  • Supervise and mentor technical staff and liaise with various stakeholders at the provincial level.
  • Offer technical support to district engineers, contractors, and other staff throughout each stage of sub-project implementation, including assistance with procurement and financial matters.
  • Assist water service providers in developing business continuity plans, disaster response capacities, budgets, water safety plans, and contingency measures to address crises and restore water services.
  • Ensure that site plans, sections, details, and all necessary maps are prepared according to site conditions, with assessments of the project's impact on human and ecological systems.
  • Contribute to project learning by collaborating with regional teams to identify evidence gaps and capture and share project insights and results with the broader team and stakeholders.
  • Work with the Gender Advisor to incorporate gender considerations into water services activities.
  • Conduct timely monitoring and provide reports and recommendations as needed.
  • Inspect construction materials on-site before project implementation.
  • Report construction progress to the Line Manager and Project Coordinator.
  • Carry out additional duties as assigned by the line manager.
  • Undertake other tasks as required by the line manager.

Responsibilities

Education & Training:

  • Bachelor’s or Master’s degree in Civil Engineering; a degree in Hydraulic or Water Supply Engineering is preferred.
  • Certification in engineering software and design is highly advantageous for this role.

Experience (Years and field of expertise):

  • At least 4 years of relevant professional experience, including practical experience in surveying and designing water projects.
  • Experience working with international or national organizations is required; experience with World Bank projects is preferred.
  • Ability to work effectively with a variety of stakeholders, including affected communities, government officials, international organizations, and donors.

Technical Skills (e.g., languages, planning, communication, presentation):

  • Experience with I/NGOs and World Bank projects is preferred.
  • In-depth knowledge of community development and social environments.
  • Proficiency in design and visualization software such as AutoCAD, Civil 3D, or similar tools.
  • Skilled in site layout, grading, utility design, erosion control, and securing regulatory approvals.
  • Proven management abilities with strong interpersonal skills; works well in team settings.
  • Effective problem-solving abilities.
  • Proficiency in commonly used computer software, including word processing and Excel spreadsheets.
  • Adaptability to challenging and sometimes stressful work situations.
  • Willingness to live, travel, and work in remote and potentially hazardous locations.
  • Awareness of gender sensitivity.
  • Cultural sensitivity, particularly regarding Islamic practices.
  • Commitment to developing the skills of project staff and rural community members.
  • Personal integrity and a good sense of humor.
  • Awareness of personal strengths and areas for improvement.
  • Understanding of exit strategies and sustainability considerations.
