Job Description

Job Summary: The Finance Officer is responsible for managing daily financial activities and accounting, verifying receipts, payments, and other financial data in alignment with AAIFMF and local policies. The role involves recording, analyzing, and reporting financial information, maintaining accessible records of income, expenditures, and key financial data.

Tasks

  • Participate in revising the chart of accounts, suggesting improvements to the Finance Coordinator Treasury.
  • Review and verify timeliness, accuracy, and compliance of coded vouchers and financial transactions with ActionAid Afghanistan’s policies and procedures.
  • Ensure all receipts, payment vouchers, and related documents are complete at the head office before payments are processed.
  • Ensure timely preparation and coding of transactions for posting within the same day of payment on a regular basis.

Job Responsibilities 02: Accounting Data Entry Verification

30% of time

Tasks

  • Accurately code and describe regular receipts, payments, and journal vouchers per the approved chart of accounts and budget at the Head Office.
  • Review, correct, and post transactions regularly, ensuring accurate CO data entries.
  • Review partner data in ledgers, provide timely feedback on errors, and consult with the Finance Coordinator Treasury.
  • Check ledger accounts for accuracy and completeness, passing correcting entries with appropriate approvals.
  • Record remittance receipts through journal entries based on collection of credit advice from various sources.
  • Reconcile balance sheet items (prepayments, accruals, debtors, creditors) monthly.
  • Produce and distribute monthly debtor accounts, ensuring timely settlements and reporting to the Finance Coordinator Treasury.
  • Maintain strong communication with the grant finance team to meet deadlines for monthly field reports, reconciled bank statements, and payroll within 10 days each month.
  • Analyze and post bank-related charges promptly.
  • Transfer payroll to individual accounts by the 25th of each month.
  • Provide transaction lists, payable schedules, audit confirmation letters, etc., to internal and external auditors as needed.
  • Prepare a monthly transfer statement for staff insurance payments, ensuring transfers are made by the 5th of the following month.
  • Generate recharge expenditure reports per recharge policy for review by the Finance Coordinator Treasury.
  • Prepare journal vouchers for provisional transactions, posting them once approved.
  • Coordinate with logisticians to obtain and analyze monthly fuel consumption reports for accurate recharging.

Job Responsibilities 3: Management Accounts and Reporting

10% of time

Tasks

  • Provide regular and timely reporting on management accounts and ensure data accuracy in line with financial objectives.

Responsibilities

Education & Training:

  • Minimum of a Bachelor’s degree in Accounting, Finance, Commerce, Business Administration, or Financial Management with a focus on accounting.

Experience (Years and Field of Expertise):

  • At least 3 years of experience in mainstream finance within a reputable, high-paced institution, preferably in the NGO sector.

Technical Skills (e.g., languages, planning, budgeting, communication):

  • Proficient in accounting systems, word processing, spreadsheets, email, and internet applications.
  • Basic understanding of auditing principles.
  • Experience in asset inventory management.
  • Knowledge of procurement processes.
  • Skilled in financial recording, sorting, and analysis.
