The Project Assistant (Finance & Operations), under the direct supervision of the Finance Manager, is responsible for preparing and filing documents, managing cash deposits, submitting reports to the Ministry of Economy (MoEc), maintaining cash controls, recording entries in the cash book, and managing accounts payable and receivable. This role supports the design, planning, and conducting of assessments, as well as the facilitation and supervision of learning and professional development for direct beneficiaries. The Finance Assistant operates within AICS policies and procedures.

Civil society has historically played a crucial role in addressing a wide range of social, cultural, religious, humanitarian, and political issues in Afghanistan. With a focus on transitioning to Afghan-led initiatives, civil society, especially local and national non-governmental organizations (NGOs), holds significant potential to support the government’s priority programs, foster better governance, connect citizens to the state, and advocate for vulnerable and marginalized populations.
Afghan NGOs face various challenges, including financial limitations, capacity gaps, and a public trust deficit, which impact their effectiveness in fulfilling this role. To address these challenges and enable NGOs to maximize their impact, the government, international community, and civil society have explored supportive strategies, beginning with discussions at the 2007 Conference on Enabling Environment for Effective Private Sector Contribution to Development in Afghanistan. One outcome of these efforts was the establishment of a working group, composed of representatives from international and national NGOs, key national NGO networks, and civil society leaders, to form an organization that would empower NGOs to address these challenges effectively.
