Programme Associate (CCCM /CRC Team Leader)

Job Description

Under the overall supervision of the CCCM Program Coordinator and the direct supervision of the National Project Officer, the successful candidate will assist in implementing IOM’s CCCM programs. They will be responsible for supporting the IOM CCCM unit and will carry out the following duties:

Responsibilities

Core Functions / Responsibilities:

  1. Provide overall oversight of CRC activities in line with CRC Standard Operating Procedures and Terms of Reference.
  2. Manage and coordinate daily operations within and around the CRC.
  3. Support and supervise CRC staff, field assessment teams, and focal points.
  4. Assist the CCCM Program Manager and field assistant in engaging with local actors and community leaders to ensure strong coordination and community involvement throughout the project.
  5. Report on needs identified at the CRC to help develop information materials and support information-sharing activities.
  6. Monitor work plan progress, identifying any gaps or delays and reporting them accordingly.
  7. Provide weekly reports on activities, progress, and recommendations to the supervisor and CCCM Mobile Team, covering information delivery, outreach campaigns, awareness-raising, and assessments on relevant humanitarian topics for site populations.
  8. Conduct multi-sector needs assessments, service monitoring, and safety audits at the site level as part of the CCCM mobile team, using CCCM WG standardized tools.
  9. Promote accountability to site residents through information sharing and feedback mechanisms, such as information desks and complaints systems.
  10. Support an effective, transparent, and inclusive site governance system, coordinating service provision and other activities while ensuring that site residents are informed about available assistance and how to access it.
  11. Report any service delivery gaps or duplications at the site level to the CCCM Field Assistant or CCCM PM.
  12. Conduct duty travel as needed to ensure successful task implementation.
  13. Perform field monitoring and roving activities as required.
  14. Carry out additional duties as assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution, with three years of relevant professional experience.
  • Or High School Diploma with five years of relevant professional experience.

Experience

  • Experience in Camp Coordination and Camp Management (required).
  • Experience in managing mobile teams (preferred).
  • Experience engaging with governmental authorities and local communities.
  • Strong skills in engaging with community members, partners, and stakeholders respectfully (essential).
  • Familiarity with the local area and surroundings (preferred).
  • Experience with participatory fieldwork, methodologies, and monitoring.
  • Proficiency in Microsoft Office and experience in documenting and reporting project activities.

Skills:

  • Ability to work effectively and harmoniously within a diverse team.
  • Strong organizational and multi-tasking skills with the ability to work independently.
  • Capability to perform well under pressure and meet tight deadlines.
  • Demonstrated leadership skills.
